Google Hurricane Katrina Resources - anyone want to explain to me why rel="nofollow" is used on those links?

I’m guessing Google doesn’t want those organizations to be singled out and get a higher ranking just because of their katrina page (which is likely to get tons of visitors).
I guess so. Doesn’t seem very nice though… is that what nofollow was really supposed to be used for? especially google themselves
